ORIENTASI HOLISTIK DAN KONTEKSTUAL DALAM PERENCANAAN PEMBANGUNAN DAERAH DI INDONESIA

Abstract

The method of development in the “Orde Baru” era was based on the standardization of the model and development program without considering the variety and local aspect from the social groups. Consequently, it weaken the intelligence and sensitivity of the society. It will automatically cause the paralyzing of the community power.Due to the fact, the method of developing plan has to consider the open mind, populis, and based on the people power and executed in a contextual and holistic method through inductive and empiric way. The importance of planning are intended as (a) a media of social training to develop the human resource and expand the networking (b) a process of amalgamating people aspiration in order to create the new consensus among the social groups or institution and also as a media of distributing the economic and political resource as the commitment of being in sides with lower social groups.
