ormerly, in determining the city development policy, environment aspect seems not tobe presumed integrally, especially in the public campaign speech on any sector of city development. City development with environtment approach still interpreted restricted and sectoral. Recently, public participation in determining city development has not been remain top down. Power elite, those local government and local house of representative, thorough Musrenbang so called means development planning conference, lately provide space for public aspiration participatively as long as it is considered realistic to exercise. Here, model is needed to be formulated contains how should be on determining city development policy based on the strategy in which the public are actively involved as stakeholders,meanwhile the government has to appreciate the public participation through considering based on priority scale of development to actuate and the supplay of budget.
