    Abstract
    The waste services in Mojok erto City cover 67% of the villages, with the capa bility of transporting 78 .2% of the waste generated by 349 m3/day produced by 135,024 inhabitants. The research aims to develop a sustainable waste management strategy with qualitative descriptive method. Data collection was done thro ugh documentation, focused group discussion, interviews, and ob servations. Waste mana gement was seen technically from the operational, institutiona l, regu latory, funding , commun ity pa rticipa tion aspects with reference to the theory and analysis of SWOT. Waste man agement inuses the collection, transportation, and disposal system leading to un controlled waste g eneration at the landfill as well as high operational cost.. Waste mana gement in the landfill with landfill contro l systems a nd so lid waste genera tion rate of 1.6% per year lead to failure in cost recovery.Developing waste management strategy to reduce the volume of waste sources by involving the active pa rticipation of domestic and commun ity scale, improving the qu ality of the mana gement of the landfill as a processing site instead of disposal, increasing waste services coverage, increasing cooperation with individua ls, d eveloping the system of rewards and sanctions, recovering costs of waste management, regional coo peration in waste man agement, op timizing the utilization of solid waste infrastructure are all necessary.
