Tulisan ini bertujuan untuk menelusuri krisis keuangan global (KKG) yang
dibandingkan dengan krisis keuangan Asia (KKA) tahun 1997-1998. Selanjutnya akan
dianalisis sejauh mana dampak krisis keuangan global terhadap perekonomian Indonesia,
bagaimana respon kebijakan pemerintah, desain dan implementasi stimulus fiskal,
bagaimana arah kebijakan moneter, dan perlunya meta policy mix. Krisis keuangan
global yang terjadi di negara-negara maju seperti Amerika Serikat (AS), dan Eropa pada
tahun 2008 ternyata berdampak ke seluruh penjuru dunia, tak terkecuali Indonesia. Krisis
keuangan Indonesia pada tahun 1998 ternnyata paling parah dibandingkan enam negara
Asia lainnya. Di Indonesia, krisis keuangan global tersebut, mengakibatkan meningkatnya
jumlah penggangguran. Indeks harga saham gabungan merosot, berkurangnya transaksi
keuangan di sektor perbankan maupun institusi keuangan nonbank, menyebabkan difisit
di sektor perdagangan, menurunnya tingkat kepercayaan konsumen, investor dan pasar
terhadap berbagai institusi keuangan yang ada. Pesimisme konsumen dan investor di
sisi lain dapat menyebabkan kontraksi investasi, yang diikuti dengan krisis ekonomi
dan pengangguran. Hal tersebut menyebabkan krisis sosial , bahkan krisis politik. Dalam
menyelesaikan permasalah krisis keuangan yang terjadi di Indonesia, yang diakibatkan
oleh krisis keuangan Asia pada tahun 1997-1998, serta krisis keuangan global tahun
2008, Pemerintah Indonesia mengambil langkah-langkah memberikan stimulus kebijakan
fiskal, melalui APBN. Stimulus Fiskal diberikan ke semua sektor baik industri maupun
di sektor perpajakan yang mengarah pada pertumbuhan ekonomi nasional, dan menyerap
tenaga kerja baru. Serta penurunan tingkat inflasi BI Rate.

This article aims to analyze the role of information and communication
technology, namely internet in the form of e-government in supporting the creation of
new public management which subsequently alter and enhance the accountability of
government. It could be exerted that the inception of new public management supported
by the adoption of Internet in a way will affects the traditional approach of
accountability. Nevertheless, not only it will alter the traditional approach of
accountability, with the new governance paradigm in which government is served as
one of the actors in governance system, the inception of information and
communication technology in the form of implementation of e-government will improve
government accountability. Accordingly, research by Sayogo (2006) examine the local
government accountability level in the perspectives of e-government in East Jawa
found that there has been an alteration in the form of accountability which is exerting
more on the citizen dialogue compare to financial and political.

This research utilized the fit-strategic approach of the organizational-fit theory to
examine the role of strategy and Human Resource Management practices in enhancing
the organizational performance. The objectives is to explain the effect of moderating and
effect of matching of the strategy and HRM practices with organizational strateg on the
market performance of banking industry. The quantitative data is acquired from the
annual report of 23 listed bank in Indoesian Stock Exchange on the period of 1999 – 2006
(Balance panel data). The quantitative analysis result then combined with qualitative
data acquired from the case study approach. The result shows that the HRM strategy has
role to strengthened the influenced of organizational strategy on the market performance
of banking industry. HRM strategy will improve the bank’s market performance. The
HRM strategy will be able to enhance the bank’s market performance if it has lower gap
or matching with organizational strategy. The HRM practices implement as bundles
(internal employement systems) has more significant impact on the market performance
compare to partial HRM practice. This further evidenced that internal fit determine the
external fit or the the working of moderating effect and matching effect from HRM strategy.
The different combination of types of organizational strategy with types of HRM strategy
to be implemented is also could result in the differences in market performance. However,
the ability to optimized the contribution of HRM strategy to the performance is also
influenced by senior management capabilities pressumed as the inheritance of core value
of organization.

The objective of the study is to explore the perception of Public Auditors and
Internal Auditors to Internal Control Structure. 30 Public Auditors and 40 Internal
Auditors in a ex Karisidenan Surakarta participated in this study. The sample is
selected using simple random sampling. The data is collected by mail survey. The
statistic method used to test the hypothesis are chi square test and Z test. The result of
the study are as follow : (1) the perception of Public Auditors to Internal Control
Structure is negative, (2) the perception of Internal Auditors to Internal Control
Structure is positive, and (3) there is significant difference between the perception of
Public Auditors and Internal Auditors to Internal Control Structure.
