Construction projects generally have a planned and scheduled time. However, in the
reality there are still obstacles in project work delays, such as in PT Jagat Konstruksi, Jakarta.
This article will discuss about project delays. The purpose of this study is to find the main
causes of project delays and to identify and classify the causes of the delay. The research was
conducted by a case study method on 5 projects handled by PT Jagat Konstruksi during 2016-
2019. To analyze the delay (Mean, Average, Relative Index, Factor Analysis), it is done with
statistical tools, such as Excel and SPSS. The delay in the construction project was caused by a
chain reaction, from one factor to another. This research finds that the shortage of labour aspect
is the strongest factor. Meanwhile, the research results show that there are 4 groups project
delay factors: (1) resources availability; (2) internal limitation; (3) external limitation; and (4)
financial.

This paper explores the software-hardware of EWS-USD (Early Warning System-Urban Social Disaster). The
tools are developed to sustain the city, regarding to the Agenda 21. The background of research is related to the
vulnerability of cities in Indonesia, especially in the city of Solo. Previous research has found the formula of EWS-USD,
the main elements of USD, the trigger factors of USD, and the types of city spaces that are prone to USD, as well as
alternative of USD treatment. Furthermore, in order to deepen the study of USD, the research focuses on the development
of EWS-USD tools, a kind of city level stethoscope. The main finding of this research is the software-hardware of EWSUSD.
The software covers the system and application of formula EWS-USD, while the hardware covers the IPO (Input-
Process-Output) of formula EWS-USD, such as PC, LCD, worksheet; workstation and networking. Substantively, these
tools can show the power of social stress in real time, which is shown in the range number of 1-9. This is the result
number of three sums of EWS-USD variables, namely: Index of Economic Disparity (IED), Index of Leadership Crisis
(ILC), and Index of Hypocrite Culture (IHC). The power of social stress (catharsis) could be written as:
Y=3(IED+ILC+IHC); while the USD could be written as USD=Y+ETD. This study uses a rationalistic paradigm, while
the research method uses historical-interpretative and experimental-laboratory. The main purpose of this research is to
assist the local government and institutions of disaster, such as BPBD (Regional Disaster Management Agency) and
BNPB (National Disaster Management Agency). The tools of EWS-USD can help in overcoming the social disaster of
the city, with a strategy focusing on prevention scopes. With this effort, it is expected that the global agenda of the city
(Agenda 21), namely sustainable city, becomes easier to be implemented.

This paper examines how to reduce GHG (Green House Gas) emissions at architecture level. The study
focuses on efficiency energy, because it has become the most dominant of GHG emissions. The urban settlements are
mostly using AC (Air Conditioning) to get thermal comfort. The accumulation of using AC, as a mechanical cooling
model, is the biggest consumption of energy in urban settlements. However, it needs the new solution to get thermal
comfort without using AC. The study uses experiment to answer the research objective. To get thermal comfort without
AC (mechanical cooling model) or electric fan (active cooling model) is a passive cooling model. To create passive
cooling in the urban settlements, it needs the new design. By using WWF (Water-Wind-Flora) in designing, the urban
settlements can get the thermal comfort. Many tests of thermal comfort have been done to know the result of passive
cooling effort. By using AZ-HT-02 and LM-81AM (the tools of thermal comfort), the urban settlements are actually still
at the comfort zone. Having an efficiency of energy, the model of WWF passive cooling can reduce GHG emissions in
urban settlements. In the other words, to cope the global warming in the urban settlements, people can use the model of
WWF passive cooling. Afterwards, at the large scale of using WWF passive cooling, the effort of reduction of GHG
emissions will have a significant result.
