dc.description.abstract | Human resource is one of important aspects influencing achievement of road pavement quality due to its role as
planner, constructor, controller, and user. Therefore, human resource is the first input of total quality management for
road pavement. Four dominating criteria affecting human resource are profesional competence, education level,
profesional experience and profesional training. Improving human resource for implementing road pavement quality
standard is, therefore, required understanding of priority important of those factors. In this case, Analytical Hierarcy
Process (AHP) was employed to analyse priority level of the factors based on 214 expert opinions coming from 28
provinces. This analysis shows that the human resource performance for implementing road pavement quality standard is
influenced by (i) profesional competence (38,8%), (ii) education level (29,9%), (iii) profesional training (16,1%), and (iv)
profesional experience (15,7%). It was also found that the human resource performance for road pavement management
has different priority level respectively for (i) periodic maintenance (44,2%), (ii) betterment (40,0%) and (iii) new road
construction (15,8%). | en_US |
