    Abstract
    Up to now, railway network maintenance in Indonesia is carried out on bases of routine maintenance and is not yet completed with reliability based maintenance which is known for its capability in reducing structural failure risk. This may be one cause why the railway accident level in Indonesia is still very high. Due to increasing of railway system complexity, a traditional preventif maintenance method which is based only on knowledge and experiences is not sufficient any longer. A maintenance method which is based on reliability must be developed in the railway track network to achieve zero level accident. Reliability Centered Maintenance – RCM is presented and elaborated in this paper. RCM is a systematic approach to systems functionality, failures of that functionality, causes and effects of failures, and infrastructures affected bya failures. Once the failures are known, the consequences of them must be taken into account. RCM executes systematically the analysis of failure impact of each system component, and by using a diagram of logics, RCM builds a proper maintenance procedure and decides maintenance actions to be done. The outputs of the RCM analysis are maintenance work priority sequences for the maintenance department; operational procedure for the operators; and a list of works to be done facing to situation where an equipment or system component fails to perform as expected. RCM is a promising technique because of several factors: technical insights obtained were better than the existing, so that several maintenance processes could be revisted and adjusted, the interdisciplinary approach used to make the analysis was very enriching and very encouraging for maintenance staff, and RCM allowed to achieve welldocumented analysis and clear decision diagrams.
