    Abstract
    The problems of this study are: (1) what are the values of school management at SMK Negeri 7 Surakarta and (2) what factors discourage or encourage the implementation of those school management values at SMK Negeri 7 Surakarta. This research is aimed at finding out: (1) school management values at SMK Negeri 7 Surakarta and (2) factors that discourage or encourage the implementation of school management values at SMK Negeri 7 Surakarta. This is a qualitative research and ethnographic design. This research was conducted at SMK Negeri 7 Surakarta. The object of this research was school management values. The data collected in this research were primary data from primary sources. They were school head master, teachers, staffs, and students of SMK Negeri 7 Surakarta. The techniques of data collection used in this research were (1) documentation, (2) observation, (3) interview, and (4) questionnaire. The technique used to evaluate data validity was triangulation. The collected data were analyzed by using the technique of inductive analyses. The results shows that school management of SMK Negeri 7 Surakarta is based on the positive values including: (a) the beauty and cleanliness, (b) cooperation and collegiality, (c) work hard, (d) professionalism, (e) qualified service, (f) quality enhancement, (g) openness and harmony, (i) responsibility, and (j) reward for achievement. There are many barriers in implementing those positive values such as (a) the limitation of class building, (b) teachers’ shortage, (c) the small incentive, and (d) the differences of teachers’ competence. There are many supported factors, such as: (a) school leadership, (b) teachers’ spirit, and (c) ISO certificate.
