    Abstract
    Project success is the end of the main objectives of each project, including the government building construction projects. How well the success achievement of a government building construction project needs to be known as one form of accountability for the use of public budgets. Related to this, the research was conducted with the aim to produce a model of project success measurement that can be used as a guide to measure the achievement level of the project success and can also be used as a driver in the efforts to achieve that success. To produce it, a conceptual model was formu-lated based on a concept of project success and then tested and analyzed by Structural Equation Modeling (SEM) method using data collected from 113 samples of government building construc-tion projects. The result is a project success measurement model using mathematical equations shaped a composite index that can be used to generate an index number called Project Success Index of the government building construction projects.
