Abstract

The purpose of this study is to provide an overview of the Implementation of Village Fund Allocation Policy, Profit Sharing of Taxes and Levies and Village Fund to Community, Empowerment and Village Institution in Munte Sub-district of Karo Regency. As well as the factors that support the successful implementation of the policy. The method used in this research is descriptive qualitative method. Sources of data used are primary and secondary data sourced from 22 (twenty two) Villages in Kecamatan Munte. Based on the existing data, the author seeks to describe / describe systematically and accurately about the facts, traits and relationships between existing phenomena. The results show that the implementation of ADD, BHP and DD Policy on Community Empowerment and Village Institution in Munte Sub-district of Karo Regency runs quite smoothly, However if it is associated with the achievement of objectives, the implementation of ADD, BHP and DD in Munte Sub-District of Karo Regency not yet optimal. The purpose of community capacity building has not been achieved and the objective of improving the capacity of community institutions in the village in the planning, implementation and control of development has not run optimally. Factors affecting the implementation of ADD, BHP and DD policies in Munte Sub-district of Karo Regency are still weak in terms of communication, resource capability, bureaucratic structure and Internal Factors.
