dc.description.abstractImplementation of quality standard for road pavement deals with many constraints and improper application on site, such as (1) lack of qualified resource (human resource, equipment, material and cost) used in quality control systems; and (ii) lack of socialisation by institutions related for all stakeholders. The objective of the research is to describe perceptions of road pavement experts and practitioners regarding variables affecting implementation of quality standard throughout stages of input, process, output, outcome and impact. This research verified 140 variables affecting implementation of quality standard for road pavement by judgment of 392 experts and practitoners determined by purposive sampling from 28 provinces in Indonesia. Descriptive statistics was employed to analyse verified dominant variables perceived by those experts and practitioners affecting the implementation of quality standard. Of 392 experts and practioners, only 240 or 61.2% gave their opinions. Findings of the research show that 14 aspects and 50 variables are very dominant. These variables account for 36% of verified variables affecting the implementation of quality standard. The dominant aspects include (i) human resource, (ii) utilisation of testing equipment, (iii) utilisation of testing material, and (iv) socialisation. The human resource aspect is affected by level of competency, education, experience and number of training in pavement engineering. The utilisation of testing equipment is influenced by availability of equipment, equipment guideline, reliability and readiness of equipment. The utilisation of testing material is affected by sampling method, quality and availability of materials. The socialisation is influenced by competency of instructures, institutional networking commitment, variation of socialisation materials and method of socialisation.en_US
