PARTISIPASI LEGISLASI LEMBAGA LEGISLATIF DAN LEMBAGA EKSEKUTIF DALAM PENYUSUNAN PERATURAN DAERAH (Studi di Kabupaten Rembang)

Abstract

This research aims to see the execution of participation of legislation in the legislative and executive government to compile law or regulation (study in sub province Rembang). In this research writer collects data from various sources that is: Documentation from legal and others material, observation and interview. Whereas applied method to analyze data is qualitative descriptive analysis. Presentation of data, data analysis and decision making are used continuously to reach conclusion. Based on data which has been obtained and solution which researcher has done, hence can be taken conclusion as follows: 1) That participation of the process of legislation of Legislative and executive in compiling the law or regulation (Study in sub-province Rembang) is: (1) in general : active, stall, and communicative; (2) in technique : both points in side to public; (3) for institution : active haves a meeting plenary of general debate and also end opinion; (4) succeeds in meaning of authentication and execution of by law. 2) Resistance participation legislation The Institute of Legislative and The Institute of Executive in compilation of by law (Study in sub-province Rembang) is: (1) lacking quality of human resources in technical aspect of legislation scheme; (2) Political interference in process of law and regulation up to legal technical of the drafting; (3) Domination group of importance mastering regulation forming access; (4) Improvisation compilation without in guide by manual normative and expertise in area Legal Drafting.
