dc.description.abstract	The study aims to (1) analyze a lesson study and effective learning models for improving the quality of primary school teachers, (2) the effectiveness of the lesson study for developing the professional primary school teachers, and (3) the problems of the lesson study as a model for developing the professional teachers and finding a planned solution to them. This research used an approach of descriptive-qualitative phenomenology and the research design used a modified class action-based lesson study. The subject of study included the Primary School teachers of Surakarta and the informants were the teachers, principals, supervisors, and members of the Regional House of Representatives. The data gathering employed questionnaires, interview, and observation. The data analysis used the first order understanding and second order understanding with an interactive model, including data reduction, data display, and conclusion/verification. It could be concluded that (1) the lesson study and effective learning models for improving the quality of primary school teachers include (a) a modified lesson study, (b) a cooperative model, (c) a problem-based model, and (d) a direct model; (2) the effectiveness of the lesson study as model for developing the professional primary school teachers is conducted through the K3S (the Principal’s Working Group) and implemented through the KKG (the Teachers’ Working Group); and (3) the problems of the lesson study include time, fund, team work, and motivation for implementing them. To find a solution to the problems, it is necessary to (a) hold a routine and continuous training, (b) use a training budget of the RAPBS (the School Budget), the RAPBD (the Regional Budget) and the RAPBN (the National Budget); (c) establish a team work; (d) realize a monitoring and evaluation program periodically; (e) be motivated by ‘developers’ and officials; (f) be monitorred by ‘developers’ periodically; and (g) make the school’s MOU with the commission of the Regional House of Representatives and Higher Education with an expert in the lesson study.	en_US
