Abstract

ndependence and Accountability principles are basic rules on implement ing yudicial power. The goal of law is to present justice which can be mean as law substance and its frame. Examination is one of real step on law enforcement that need legitimation from the legislative power. The existence of its institution has not been supported by regulation neither itsexplicit function. Through involving public participation, examination activity on judge decision may emerge moral impact upon judges on handling cases, the same be with other law enforcement agencies.
