Abstract ormatively and ideologically, law enforcement activity in Indonsia should be done with full respect to cultural values of the society wher ever the law enforcement take place. Unfortunately, objectively can bee seen that there are many evidences show that the law enforcement process so far ignore the cultural values of the society. It look like an empirical thesis that the law enforcement in all of it phase always subjected to moral values ignorance, started in the law making process by legislative authority, law implementation or application by the executive authority, and in case resettlement by the judicial authority.
