he execution of Fused Public Election of District Mayor (Pemilihan Kepala Daerah Gabungan or Pilkada so called) in Southern Kalimantan Province, though it has been in line with the authoritative law, any- way it has to face some obstacles, either related with the structural law aspect, or with the culture of law it self. The execution of Fused Regional Public Election it self can save the cost of the public election, but it is not effective on enhancing the public participation on the regional public election.
