dc.description.abstract | The exponential growth between the population and vehicle increased and the ability in improving and organizing
infrastructure in Kupang caused to the increased of number and scale of the transportation problems. The aim of this
research is to identify the challenging of organizing in order to produce the strategic solutions from the result of
predictions number and scale of derived impact if those problems are not handled immediately. The results of this
research shown that the lack of management is the main faktor caused all of the problems, i.e.. caused by institutional
ego and permissive attitude. Normatively, it could be determine the minimum service standard of institutional
performance in order to improve a better performance. 1
