The problem in this research is how to manage vendors in order to empower them as the subject of city development. The first year of this research aims at constructing the concept of street vendor management, which accommodates their needs and expectations as well as those of the wider community and the Local Government. The data-collecting methods used include questionnaire, in-dept interviewing, and document. The primary data is then used for constructing the concept of street vendor by means of descriptive analysis model. The results of the first-year research are as follows: (1) relocating the street vendors based on the specific goods and products sold, (2) establishing street vendors zones in collaboration with other institutions, (3) building shelters, (4) using knock-down parachutes and attractive drawing wagons, (5) giving routine non-physical guidance, and (6) enforcing the established rules.en_US
