National Qualification Indonesia (KKNI), Companion Certificate Diploma (SPKI), and
Curriculum KKNI Biology Education Program in which there are Learning Outcome (LO) became the
foundation of the birth Competency Test and Performance Management Laboratory. Accordingly, in
2015 Department of Biology Education Faculty of Teacher Training and Education Universitas
Muhammadiyah Sukabumi compile Competency Test devices that had not been any standard both
inside Institutions, Associations, and the National. Methods of Research and Development (R & D)
was used to compiled the competency test, involving four lecturers of the drafting team, two experts,
and 118 seniors in limited testing for two years. Data’s were collected using interviews, validation of
assessment instruments validator / faculty experts, and questionnaires. Preparation of the competency
test device consist of: 1) the preliminary study stage (reviewing documents and gathering information).
2) Phase studies of model development (planning, develop an early form of the product, twice the
limited testing, revision of unity). The results have been obtained in the form of the TOR and
Performance Competency Test Laboratory Management consists of technical guidelines,
implementation guidelines, Device Test Instruments, and scoring rubric. Instrument test device consists
of aspects of the content 1) The initial activity, 2) Skills using a microscope, 3) using a basic laboratory
skills, 4) Skill arranging and designing laboratory experiments, 5) Managerial laboratories, and 6)
Event end. Dimensions of evaluation were: skills, knowledge, neatness and discipline. Test results
showed that the limited test of the (2015) the average test score was 147 with a skilled categories, and
test two (2016) the average score was 136 with a skilled categories. The decline in scores on the
second test because of revisions of the instrument 1 test results, among others, there were an interview
session on aspects of arranging and designing skills and skills laboratory experiments using a
microscope. So that the second test results, although on average lower, but the distribution of the scores
indicate normal curve while in the first test score was not showed the normal curve.
