dc.description.abstractTujuan penelitian ini adalah untuk menganalisis efek disinsentif dan efek mendesak program bantuan pangan dalam level rumah tangga. Tanpa mengabaikan pentingnya peran program pangan dalam misi kemanusiaan, tidak sedikit para ahli yang skeptis terhadap efektifitas program dengan alasan bahwa program semacam ini memiliki kemungkinan mengurangi insentif bekerja serta mengurangi bantuan pangan antar rumah tangga (transfer informal). Dengan menggunakan data survei Indonesia Family Life Survei dan pendekatan variabel instrumental, paper ini mengestimasi efek disinsentif untuk bekerja dan efek mendesak Program Beras untuk Keluarga Miskin (Raskin) terhadap transfer pangan antargenerasi (tepatnya, transfer dari anak terhadap orangtuanya). Hasil penelitian menunjukkan bahwa program memiliki efek negatif terhadap pendapatan keluarga. Penurunan pendapatan keluarga terjadi karena kepala keluarga mengurangi jam kerjanya. Penelitian juga menemukan indikasi adanya efek crowding-out transfer pemerintah terhadap transfer antargenerasi. Implikasi kebijakan yang disarankan adalah pentingnya pemerintah mendesain kebijakan transfer secara hati-hati dalam rangka memperbaiki efektivitas dan efisiensi program jaring pengaman sosial.en_US
